There are a whole slew of 3d packages out there...depending on what you want to do and how much you want to spend...a good free one is Blender...of the high end ones I prefer Lightwave....but 3ds max seems to be the beginners choice...then if you would rather sculpt in 3d...zbrush is a really powerful and fun app....bellow is a list of popular 3d packages...look through them and decide what best suites your needs...ciao

EDIT, This is still not the artist you are looking for, but they might be someone else for you to look into. In 2005 the Whitney Museum created a sculpture planned by Robert Smithson before he died in a plane crash. The sculpture was a floating island that was towed in a loop around Manhattan by a tug boat. So it fits the island part, but not the dress thing, plus he has been dead for 34 years.

basically it tells you to use a wire frame and then stick the sculpting material onto it (so that it will hold and not break when it dry), for you you do the same only after you have stick the material onto your wire frame you need too scalp it according to your pictures and make it look like the person.

Assuming you're on a Windows PC, I would highly recommend C#, because you won't have to worry about so much that you need to worry about with C++, and the syntax is similar enough that the transition isn't too bad.
The caveat with C# is that you should also go to http://creators.xna.com and download the Microsoft XNA Game Studio, which takes a lot of the frustration away from game development and lets you focus on the games themselves (or you can use it as a sandbox for 3D development). Yet another benefit is that that site contains tons of video tutorials as well as written ones.

Yes they can do a 3D ultrasound without telling you the gender, we did. Just make sure you are quite clear with the tech that you do not want to know and they will just avoid showing that area. Congrats!
Rigging is the process of creating a custom sized skeleton for your characters purportions, this would pertain to(2) bipedal for human type characters, (4)quadraped for cats dogs horses or four legged animals, (8)octopeds for eight legged freaks and the like.
Skinning is the process of attaching your characters mesh to the rigg you have created so that when the rigg moves or you move the rigg via inverse kinmatics, the skin (aka mesh) will move with the rigg(aka bones) to create character animation.

You should be able to use almost any suitable red and blue filter (gelatin, cellophane, vinyl) that matches the red and blue of the original production. You have a lot of leeway.
